Namibia
and Angola have taken a significant step toward deepening bilateral digital
cooperation following the signing of a Memorandum of Understanding (MoU) and
Commercial Terms Agreement between Telecom Namibia and Angola Telecom in
Swakopmund.
The
agreement was signed by Telecom Namibia Chief Executive Officer Dr. Stanley
Shanapinda and Angola Telecom Chief Executive Officer Adilson Miguel dos
Santos, in the presence of Namibia’s Minister of Information and Communication
Technology, Emma Theofelus, and Angola’s Minister of Telecommunications,
Information Technologies and Social Communication, Mário Augusto da Silva
Oliveira. Angola’s Ambassador to Namibia, H.E. Pedro Mutindi, also attended the
ceremony.

Speaking
at the event, Theofelus said the partnership reflects a shared commitment to
expanding access to reliable and affordable digital infrastructure, which she
described as essential for economic growth, improved service delivery, and
social inclusion.
Her
Angolan counterpart noted that the agreement represents a strategic political
decision to strengthen cooperation in digital infrastructure, positioning it as
a cornerstone for economic development, regional integration, and long-term
competitiveness. He added that the MoU provides a concrete pathway toward the
development of a regional submarine cable system aimed at enhancing
international connectivity, strengthening communications security, and
supporting digital transformation in both countries.

The
collaboration is expected to improve cross-border connectivity by leveraging
existing and planned infrastructure, including the Equiano subsea cable and
Angola’s Southern African Regional Submarine System (SARSSy). These investments
are anticipated to enhance network resilience while unlocking new opportunities
across multiple sectors.
The
agreement underscores the growing partnership between Namibia and Angola as
both countries work toward building a more connected and digitally inclusive
Southern Africa.
