Senegal is advancing efforts
to modernise public administration through the development of a Government
Enterprise Architecture (EAG) framework aimed at creating a more coordinated,
interoperable and citizen-focused digital ecosystem.
The Ministry of
Telecommunications and Digital Affairs, through Sénégal Numérique S.A.
(formerly ADIE) and with support from the Project for the Acceleration of the
Digital Economy in Senegal (PAENS), organised a strategic workshop on July 29,
2026, to present the interim results of the EAG project.
The initiative forms part of
the country’s New Deal Technologique agenda and seeks to establish a common
reference framework that aligns public policies, government processes, data
management, applications and state digital infrastructure.
During the workshop,
stakeholders reviewed key findings from the project’s diagnostic phase,
discussed the proposed target architecture and examined critical issues related
to government enterprise architecture, interoperability of information systems
and the development of a National Digital Identity system.
Discussions also focused on
aligning major digital transformation initiatives under the New Deal
Technologique with the EAG vision, including the Senegalese National
Interoperability Platform (PINS), National Digital Identity, Government Cloud
infrastructure, cybersecurity frameworks and data governance systems.
Participants were also
briefed on the establishment of the GouvNum Committee, a digital governance
body chaired by the Prime Minister, which is expected to play a central role in
ensuring strategic coordination and coherence among government digital projects.
The committee’s
operationalisation is expected to strengthen governance of Senegal’s digital
transformation efforts by improving collaboration between public institutions
and ensuring that digital services are developed around the needs of citizens
and government agencies.
A major milestone of the
workshop was the launch of the inventory process for the state’s information
systems, involving representatives from various government administrations.
The inventory exercise will
provide a comprehensive mapping of existing government systems, support the
development of the Government Enterprise Architecture framework, improve
coordination of digital projects and strengthen public sector efficiency through
unified digital governance.
Through the EAG project, the
Ministry of Telecommunications and Digital Affairs said Senegal is reinforcing
its commitment to building a modern, interconnected and efficient public
administration that supports the objectives of the New Deal Technologique and
delivers improved digital services to citizens.
