Cabo
Verde Digital has launched the RABIDA initiative, a new programme aimed at
strengthening engagement between the country and its diaspora while fostering
innovation and entrepreneurship within the national digital ecosystem.
The
initiative brought together diaspora and local entrepreneurs, as well as key
stakeholders from across the technology and business landscape, to contribute
to shaping a platform designed to connect ideas, talent, and investment with
local development opportunities.
Speaking
during the opening, Pedro Lopes highlighted the importance of creating enabling
conditions for members of the diaspora to return and contribute to national
development. He emphasized ongoing government efforts to make it easier for
professionals abroad to invest their expertise, time, and resources in Cabo
Verde.

A
presentation by Hernídia Tavares outlined the structure, operational model, and
key objectives of the initiative, providing a framework for its implementation
and expected impact.
The
programme also featured contributions from senior officials and ecosystem
leaders, including Milton Cabral, Carlos Afonseca Monteiro, Eugenio Moeda,
Loide Monteiro, and entrepreneur Antonio Depina.
Panel
discussions explored Cabo Verde’s positioning as a hub for digital innovation,
focusing on infrastructure development, ecosystem growth, and strategies to
integrate the country into the global digital economy. Participants engaged in
discussions aimed at aligning efforts and identifying opportunities for
collaboration.
Officials
noted that the RABIDA initiative represents a strategic step toward leveraging
the expertise and global networks of the diaspora to drive local impact,
supporting entrepreneurship, and advancing Cabo Verde’s digital transformation
agenda.
