Guinea
has officially launched the WALISÉ platform, a digital system designed to
modernize governance within the country’s higher education and scientific
research sector.
The
platform was unveiled on March 28, 2026, by the Minister of Higher Education
and Scientific Research, Dr. Diaka Sidibé, as part of ongoing reforms aimed at
improving efficiency, transparency, and data-driven decision-making across the
sector.

Initiated
in 2023 under the national budget framework and formalized through a contract
signed in January 2024, the WALISÉ platform aligns with Guinea’s broader
socio-economic transformation agenda under the Simandou 2040 development
programme.
The
system is designed to centralize and structure data across universities and
research institutions, providing real-time access to strategic information for
policymakers. It also enables enhanced analysis and forecasting capabilities to
support evidence-based governance and improve the quality of public
decision-making.
According
to Dr. Sidibé, the platform will serve as a key tool in strengthening
accountability, optimizing service delivery, and supporting the development of
a more efficient and performance-oriented higher education system.

The
WALISÉ platform further introduces functionalities to visualize institutional
data, anticipate sector trends, and improve coordination across the academic
ecosystem, ultimately benefiting students, researchers, and administrators.
The
launch underscores the government’s commitment to leveraging digital innovation
to drive structural reforms and align the higher education system with national
development priorities.
