The
Minister of Communication, Telecommunications and Digital Affairs, Alioune Sall
has highlighted the importance of collective responsibility in advancing
Senegal’s digital transformation during the Master’s Thursdays exchange session
with experts, practitioners, and future decision-makers in public procurement.

Under
the New Deal for Technology, Senegal is pursuing more transparent, efficient,
and sovereign governance, with public procurement serving as a key lever in
mobilizing state resources.
The
Minister noted that platforms such as APPEL and PINS are already enhancing
traceability, accessibility, and secure real-time data exchange across
government administrations, reducing delays, information gaps, and procedural
ambiguities.

The
Minister stressed that digitizing processes alone is insufficient without
integrity and committed personnel to drive meaningful reform. He urged Master’s
students to act as guarantors of transparency and good governance, emphasizing
that while technology transforms tools, it is human commitment that ultimately
transforms the state.
