The
33rd meeting of the Telecommunication Development Advisory Group (TDAG-26) has
concluded in Geneva on April 10, 2026, setting strategic direction for the
International Telecommunication Union’s Telecommunication Development Sector
(ITU-D) over the next four years.
Held
from April 7 to 10, the meeting brought together 189 participants, both
in-person and virtual, representing 71 Member States and the State of
Palestine. As the first TDAG session following the World Telecommunication
Development Conference 2025 (WTDC-25), the gathering reviewed conference
outcomes and provided guidance on implementing the Baku Action Plan.
Dr.
Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development
Bureau (BDT), stressed the urgency of adapting to rapid technological
advancements, noting that digital transformation must remain inclusive and
responsive to ensure broad participation in the global digital economy.

Chair
of TDAG-26, Regina Fleur A. Bessou, described the meeting as a pivotal moment,
emphasizing that the guidance provided would strengthen BDT’s efforts to
deliver measurable, development-oriented outcomes and improve lives through
digital innovation.
The
meeting also saw the signing of a cooperation agreement with Australia’s
Department of Infrastructure, Transport, Regional Development, Communications,
Sport and the Arts to support digital transformation strategies and project
implementation across the Asia-Pacific region.
Several
additional partnerships were announced during the session, including
collaborations with Jordan’s Telecommunications Regulatory Commission to
operationalize a sectoral Computer Incident Response Team, Thailand’s National
Broadcasting and Telecommunications Commission to address the digital gender
divide, Cyber Security Brunei to enhance child online protection, and Qualcomm
to expand digital capacity-building initiatives in underserved communities.

Regional
Directors presented progress reports on implementing the Baku Action Plan,
highlighting efforts to mobilize resources, scale successful initiatives, and
ensure tangible impact across regions.
Türkiye
also confirmed it will host the Global Symposium for Regulators 2026 (GSR-26)
in Ankara from May 12 to 15, extending invitations to TDAG participants.
In
parallel, the Network of Women in ITU-D convened a dedicated session to promote
gender inclusion and leadership in the digital sector, reinforcing the
importance of empowering women and girls in shaping the digital future.
The
outcomes of TDAG-26 are expected to guide ITU-D’s work in advancing inclusive
digital development, strengthening global partnerships, and accelerating the
adoption of technologies that support sustainable socio-economic growth
worldwide.
