Morocco signs new ICAO agreement to strengthen aviation training and border efficiency

Morocco has signed a new cooperation agreement with the International Civil Aviation Organization (ICAO) aimed at strengthening aviation safety, training, and border efficiency, during the Global Implementation Support Symposium 2026.

The agreement was announced by Morocco’s Ministry of Transport and Logistics at the symposium held in Marrakesh, marking a significant step toward enhancing civil aviation capacity and operational standards in the country and across developing states.

As part of the initiative, Morocco has made a substantial contribution to ICAO’s Developing Countries Training Programme, which will support skills development for aviation safety inspectors and other aviation professionals over the next three years. The programme is expected to award up to 300 fellowships, helping to address critical capacity gaps in the aviation sector.

The training initiative is designed to equip professionals from developing countries with the expertise required to improve aviation safety, operational efficiency, and sustainability, while strengthening compliance with international aviation standards.

In a parallel agreement, Morocco and ICAO formalised a three-year partnership focused on facilitation and aviation security. The arrangement will provide technical expertise in Facilitation (FAL) and Aviation Security (AVSEC), with the aim of improving passenger processing systems, strengthening security frameworks, and enhancing institutional capacity within Morocco’s aviation sector.

ICAO said the collaboration reflects its broader commitment to inclusive global aviation development, ensuring that all states are equipped with the knowledge and tools needed to participate effectively in the international air transport system.

The agreements underscore Morocco’s commitment to building a safer, more secure, and more efficient aviation ecosystem, while contributing to ICAO’s goal of ensuring that no country is left behind in global aviation development.
