The National Agency for
Civil Aviation and Meteorology (ANACIM) has advocated for the modernisation of
the institutional and regulatory framework governing the African and Malagasy
Civil Aviation Authorities (AAMAC) to reflect changes in civil aviation and
growing demands for performance, efficiency and good governance.
ANACIM Director General Dr.
Diaga Basse made the call on Monday, September 21, 2026, when he opened at the
Regional School of Air Navigation and Management (ERNAM) a meeting to update
the texts governing the functioning of AAMAC.
Speaking alongside the
Executive Secretary of AAMAC, Dr. Basse said the meeting brings together
African civil aviation stakeholders to ensure that the institutional framework
is continuously adjusted to developments in the sector and the increasing requirements
for effective performance and governance.
The meeting involves experts
and representatives of the AAMAC Ad Hoc Committee from Senegal, Chad, Rwanda,
Gabon and Burkina Faso.
Dr. Basse urged participants
to approach the review process pragmatically and in a spirit of consultation,
with emphasis on realistic, consensual and directly applicable proposals.
He said the objective is to
develop modern and balanced texts that respond to the current needs of AAMAC
while remaining aligned with the objectives of the International Civil Aviation
Organization (ICAO).
According to him, there is
also a need for regional institutions capable of effectively supporting member
states in carrying out their responsibilities for aviation safety oversight and
the sustainable development of civil aviation.
The review will also
consider the conditions governing the recruitment, assignment and remuneration
of expatriate staff, who constitute an important part of the technical
expertise deployed within AAMAC.
