The
National Civil Aviation Agency (ANAC) and the National Agency for Digital
Infrastructure and Frequencies (ANINF) have signed a strategic partnership
aimed at strengthening cybersecurity and accelerating the digital
transformation of Gabon’s civil aviation sector.
The
agreement follows a high-level working session between ANAC Director General
Major General Éric Tristan Franck MOUSSAVOU and ANINF Director General Alberto
Wenceslas MOUNGUENGUI MOUDOKI, focused on modernising aviation digital systems
and reinforcing protection against growing cyber threats targeting critical
infrastructure globally.

The
collaboration comes amid rising concerns over cyberattacks affecting
interconnected IT and operational technology systems within civil aviation.
Both institutions highlighted the need to secure sensitive data, ensure
operational continuity, and strengthen the resilience of aviation information
systems.
Under
the partnership, ANINF will support ANAC in the design and implementation of a
comprehensive cybersecurity framework covering infrastructure security, system
resilience, and improved digital governance tools. The initiative also includes
measures to enhance communication systems, collaboration platforms, and digital
service delivery within the aviation authority.
ANAC
presented ongoing digitalisation efforts already underway within its
administrative and operational systems, underscoring its commitment to
modernising aviation management in line with international standards.
ANINF
officials stressed that cybersecurity is a shared responsibility across public
institutions and reiterated their readiness to support government agencies
undergoing digital transformation. They noted that the initiative aligns with
national priorities on digital sovereignty and public sector modernisation.

The
discussions also addressed interoperability between government systems to
enable secure data exchange and improve efficiency across institutions, while
complying with International Civil Aviation Organization (ICAO) cybersecurity
guidelines.
The
session concluded with the signing of a memorandum of understanding
establishing a formal cooperation framework between the two agencies. Focal
points were appointed to oversee implementation and ensure coordination of
technical and operational aspects of the partnership.
The
agreement is expected to strengthen Gabon’s aviation cybersecurity posture
while supporting broader efforts to build a secure and modern digital public
infrastructure.
