Rwanda’s Minister of ICT and
Innovation, Ms Paula Ingabire, has participated in a strategic roundtable
discussion at the Africa CEO Forum 2026 focused on shaping regulatory
frameworks for Africa’s evolving digital connectivity landscape.
The session, titled “Fair
Sky: Designing the Rules for Africa’s Connectivity Frontier,” examined how
African countries can develop balanced policies governing both satellite and
terrestrial connectivity systems, while also expanding meaningful internet access
across the continent.

Discussions at the
roundtable also focused on the need to attract sustainable investment into
Africa’s digital infrastructure sector, with emphasis on ensuring that
regulatory environments support innovation, competition, and long-term sector
growth.
Participants noted that as
demand for broadband connectivity increases, African governments face the
challenge of creating harmonised frameworks that address emerging technologies
such as low-Earth orbit satellite services alongside existing terrestrial networks.
The dialogue further
highlighted the importance of ensuring equitable access to digital services,
particularly in underserved and rural communities, as part of broader efforts
to close the digital divide and support inclusive economic development.
The engagement forms part of
ongoing continental conversations aimed at strengthening Africa’s digital
ecosystem and positioning connectivity as a key driver of economic
transformation.
