Global telecommunications
regulators have endorsed a new set of best practice guidelines aimed at
strengthening digital governance and addressing emerging challenges in the
rapidly evolving digital landscape during the International Telecommunication
Union’s Global Symposium for Regulators 2026.
According to the
International Telecommunication Union, the newly adopted 2026 Best Practice
Guidelines: Regulatory Governance Essentials are intended to serve as a
regulatory toolkit for countries navigating issues related to emerging
technologies, infrastructure resilience, youth online safety, disaster management,
and the persistent global digital divide.
The guidelines were adopted
during the four-day Global Symposium for Regulators 2026, which brought
together more than 1,000 participants including ministers, heads of regulatory
authorities, industry executives, and other digital sector stakeholders from
around the world.
The symposium focused on
helping countries develop harmonised and forward-looking regulatory frameworks
capable of supporting inclusive and resilient digital ecosystems amid
accelerating technological change.
Participants discussed the
importance of adaptive regulation in ensuring that innovation, connectivity
expansion, and digital transformation efforts are balanced with security,
resilience, and equitable access considerations.
The ITU noted that the
Global Symposium for Regulators has, since its establishment in 2000, served as
an annual platform for international dialogue on digital policy and regulatory
development.
Stakeholders at the event
also examined how governments and regulators can strengthen collaboration
across sectors to better respond to evolving digital challenges while promoting
sustainable development and digital inclusion globally.
